Civic conversation on Facebook or X is still someone else's product: ranking, ads, and account bans sit between residents and the institutions that claim to listen.
Decidim is built for that process, not for a feed. Hosting it locally keeps proposals and votes off a behavioural advertising graph. The NGI revamp targets a different failure mode: if the interface is opaque or the code is too hard to keep, cities slide back to the platforms they already know.
